Abstract: CESAR has been tasked by the Maryland Alcohol and Drug Abuse Administration to conduct the first phase of an evaluation of HB7, a legislative mandate to integrate child welfare and drug treatment services. Tasks include 1) Conducting focus groups with both personnel who refer clients from child welfare to substance abuse treatment services and personnel who treat parents with substance abuse problems; 2) Conducting interviews with parents who have come to the attention of child welfare (both those who have and have not been referred to treatment; 3) Gathering information via record abstraction from the social service and treatment agencies.
